Indeed, the small number makes withdrawing them less comprehensible. If they were there to discourage Turkey from attacking - and the low number makes that plausible - removing them would be a signal that an attack was OK.

You greatly underestimate the hypocrisy of the Right.
They can trample all over the rules, but they’ll use those same rules as an excuse to jump on anyone they don’t like. Without worrying is the actual rules have been broken at all.
We’ve already seen some incredible misreadings used to attack the impeachment proceedings.

Politics versus health
Ars Technica reports that the head of the Biomedical Advanced Research and Development Authority has been moved sideways into a lesser role.
The man, Rick Bright alleges that this is because he did his job in promoting measures known to be effective over others, such as chloroquine and hydroxychloroquine (which now appear to be ineffective despite the anecdotal reports - and they have dangerous side effects). Legal action has begun.
Replacing a key official at a time of crisis is always a questionable move. If it was done because he opposed one of Trump’s pet ideas, it’s another sign of the dysfunction in the a Trump administration.

Federal Government vs States
The Republican Governor of Maryland has called out the National Guard to protect a shipment of coronavirus tests. The threat - the Federal Government - which has already seized supplies intended for other States.
Outbidding the States for medical supplies is bad enough. Seizing them from the States is going much further.

From spring 2017 until his "involuntary removal" last month, "HHS [Health and Human Services] leadership pressured Dr. Bright and BARDA to ignore expert recommendations and instead to award lucrative contracts based on political connections and cronyism,"
Contacts with Trump’s inner circle seem to have be been an advantage....
...In attempting to justify the extension of this failed contract, Mr. Clerici emphasized that Aeolus's Chief Executive Officer was a 'wildcard' and a friend of Jared Kushner, President Trump's son-in-law and a Senior Advisor to the President....
Hydroxychloroquine came up:
"In an apparent effort to score a short-term political victory for the Administration during the escalating health crisis, the Office of the ASPR [Assistant Secretary for Preparedness and Response] pressured BARDA to promote the malaria drug chloroquine as a therapeutic for COVID-19, despite a clear lack of scientific support," the whistleblower complaint said.
And Bright claims he was sacked because he was thought to have blown the whistle on chloroquine.
"HHS leadership, including [HHS] Secretary [Alex] Azar and Dr. Kadlec, were already gunning for Dr. Bright's removal because of other issues he had raised about fraud, waste, and abuse, but they chose to remove him as BARDA Director within days of publication of the article about chloroquine because they suspected that he was the source," Bright's complaint said.

The Financial Times weighs in
Inside Trump’s coronavirus meltdown
This article is free to read, and scathing.
The main problem, of course is Trump.
Again and again, the story that emerged is of a president who ignored increasingly urgent intelligence warnings from January, dismisses anyone who claims to know more than him and trusts no one outside a tiny coterie, led by his daughter Ivanka and her husband,Jared Kushner — the property developer who Trump has empowered to sideline the best-funded disaster response bureaucracy in the world.
But it’s not just that, there’s also Trump’s relentless pursuit of self-interest. Preparing for the pandemic was set aside to avoid panicking the markets. The markets slid anyway.
Greg Gonsalves of Yale is quoted as saying:
It is as though we knew for a fact that 9/11 was going to happen for months, did nothing to prepare for it and then shrugged a few days later and said, ‘Oh well, there’s not much we can do about it,’...
Trump could have prevented mass deaths, and he didn’t
It also goes into the hydroxychloroquine business. Trump chose to trust Fox News anchors over the experts, disrupting government efforts, all for a drug that does more to harm than help.
There is the chilling statement:
Scientists across Washington are terrified of saying anything that contradicts Trump
That’s very bad news for America.
In the conclusion the article points out that everyone agrees that Trump is mentally imbalanced - even his supporters. Can America really stand the hurts that another four years would cause?
