Sealevel change: going up or down: Factors 1 and 2
Oceanic crust change: going up or down: Factors 3 and 4
Continental crust change: going up or down: Factors 5 and 6.
Any one or combination among factor 1 to factor 6 will cause transgression of regression. If this is not enough for you, then consider reasons that caused them to move up and down. For example, mid-oceanic ridge activity; speed and style of subduction; glaciation; continental rift; etc. etc.
