No Cat Laws Here
Any such rules on the number of cats one may be associated with (I hesitate using the word owned in regard to cats), would be laughed at into eternity. There are several reasons for this situation that have to do with the local environment.
1) Such a rule would be ignored, this is the real wild west. Laws are treated as suggestions.
2) There are 10X as many feral cats as pets. If you want a cat put out a bowl of food:
24 hours = 1-2 cats
48 hours = 4-6 cats
72 hours = around a dozen cats and a few opossums and raccoons
3) The animal shelter has a no-kill policy.
4) Lack of Great Horned Owls relative to other places.
If you want to have too many cats here, it's no problem except for you.

The problem with knowing everything is learning nothing.

If you don't know what you're doing, find someone who does, and do what they do.
