Then the solution is NOT authority but Root Cause Mitigation.Fix the health care system.Fix the wealth divergence.Fix the education system.Fix the housing system.Fix the blatant White-Privilege disparity.Fix the legal system.Fix the policing system.Get rid of the engrained racism.Decrease authority.Make drugs legal and freely available through neighborhood health care centers.The theft isn't the problem.
