Around 15 years ago I burned some video tapes onto some DVD+R discs, and the DVD players we had back then could play them, but none of the DVD or Blueray players we have now can play them. When I check the directory of what's on them using the DVD player on my Windows 10 machine, it says they all have just one file: desktop.ini. The contents of the file is a couple lines of XML and is definitely not what's on the discs - I think the desktop.ini file is an interpolation made by Windows 10 when it encounters what looks like an empty disc.
I've searched around the Internet looking for a way I can play these old DVD's but haven't found anything. Has anyone else run into this?

VLC
I had tried VLC - it thought the DVD's empty, too.
I no longer have the DVD's. They've been sent off to a firm that can supposedly read old media.
But I think the DVD's might actually be empty. I looked up the lifetime of DVD+R, and there were two types. One had a lifetime of 5-10 years, the other a lifetime of 20-50 years. I don't know which I used, but if it was 5-10 years then it's quite possible nothing is left.
I thought I was transferring videos to a more permanent and more convenient media. Maybe not.
