I saw this music video today.

If you watch the full thing, it's a sort of what-if scenario of troops in Iraq being brought home to help in the aftermath of Hurricane Katrina. I was nearly in tears, for several reasons.
But it got me thinking. Would this have been possible? Needed? Could it have worked?

People don't often respond to good and proper things, Irish, because good is dull and boring, and evil is intriguing and captivating. They only want to bitch when it isn't good and proper because the reality is that humans, disturbingly enough, gravitate to abject misery. The evidence of such a disposition is overwhelming. All one has to do is watch television for about two minutes to see that the most popular shows include affairs, violence, gossiping, backstabbing, etc. For some odd reason this is entertaining.
Anyway, sorry for the tangent, but it might be an explanation for why no one wanted to respond. You posted something good which gives no one any reason to bitch and moan. People like to and you didn't afford them that opportunity.
As far as the feasibility of the video-- not exactly. I mean, the video was sending a message. It really didn't intend for us to critique it. But since you ask, it is replete with errors. First of all, if there were that many aircraft in the same airspace, it would spell disaster-- particularly jets. Secondly, jets aren't equipped to handle payloads like that. Thirdly, the Posse Comitatus Act prohibits the use of military to intervene with civilian affairs unless under Marshall Law. FEMA and the Army and Air National Guard are supposed to handle those matters, unless otherwise directed.
There is no denying that FEMA dropped the ball in New Orleans. And there is no denying that that people took for granted the numerous warnings that N.O. levies could not sustain a 4.0 or above hurricane. What definitely compounded the efforts was the severe inundation of water. I lived through Hurricane Andrew, which was America's worst natural disaster until Katrina. Andrew was not a particularly wet hurricane. It just had winds that wrenched roofs off of homes. It was the severe flooding that really made the difference.

FEMA should never have been put together, and put under, Homeland Security. Totally screwed up a well working machine. Result--Katrina.

I don't have precise figures, but this is how it works. Your MOS/Rate (your military job) will determine your fate. In other words, what your job is in peacetime will be the same job perform in wartime. So, its a numbers game, really. The numbers may be deceptive. You may hear that there are, say, 17,000 Marines deployed, and 23,000 soldiers deployed. But, as much as 1/3 of that force are actually doing any fighting. Much of that number has Marines, Sailors, Airmen, Soldiers, etc that perform non-combat jobs. So, its actually that there isn't 17,000 Marines and 23,000 soldiers as active combatants. Its probably more like 9,000 Marines and 12,000 soldiers.
To augment the main force, that's why we have the Reserves. I know that quite a bit of reservists will called back to duty. They got payed really well though. Better than their active duty counterparts. If they still need more bodies, they will call up some Guardsman. I know what National Guardsman who was deployed. And because his MOS was combat related, he was directly in harms way of the insurgency.
As far as specific figures, I don't know. I know they rotated states. They had to for the sole reason that in the event of natural disaster or a homeland threat, there needs to always be a sufficient amount of troops protecting homeland issues. Where the Louisianna N.G fits into it at that specific timeline, I don't know. All I know for sure is that ball was dropped and there was a pissing contest going on that effected the lives of many people adversely.

FEMA actually did have their shit together. It only turned into a cluster______ after this pissing contest between the governor, mayor, and FEMA representatives was ensuing. The emergency trailers were sitting in one spot for days during the confusion on the best approach.

From what I've heard as regards FEMA and DHS is that by being joined with DHS it has recieved a lower priority funding wise, among other issues, that actually do limit FEMA's ability to handle natural disasters and the like. Basically because the anti-terror part of DHS gets top priority.
And yet somehow, they never figured that hurricanes are responsible for more damage, both to lives and property, than terrorism in the US.
As to the military--I ain't no fool to how they work. My dad was in the army--for somalia (not the only reason I know how militaries work--my majors are history and international affairs, focusing on national security, as well as all the history channel shows and MASH). anyhow, the rotating state thing was new to me. thanks for that info.
