This is an issue with the approvals process. The present system works, more or less, but it is a bit of a hack. It has good points, and bad points.
At present, you make replies by editing in a comment to your original post. Place it in brackets and ask for it to be removed before approval. Do other people find this awkward, or useful? Let the mods know...

...cos i had to come here and start a new thread in the hope that someone would read it then go back to the other one to see if it meets with approval then maybe follow it to wherever it's been moved to and hope no one thinks i'm a dork for posting it then wait in anticipation for sum insightful comments but knowing i'll probably only get flamed or given the deafening silence treatment cos those that know don't tell and those that tell don't know as the former has too much to lose and the latter has nothing

Actually, your modifications to your proposal have only just come on line. They do get checked regularly and a response will become available soon. A post here is not really needed to keep us awake. I was not the admin who made the original response, so I'm just watching from the sidelines for now. I don't think Percy is on-line at present.
Your proposed question is an interesting one, and has potential for some good discussion; but I don't think it hurts for there to be a brief pause before the topic starts up. Once a thread gets going, the discussion proceeds without any other delays.
But comment from anyone else is welcome... is the delay involved before a thread comes on-line a problem?
There is (in my opinion) an issue for admins with "bumping" the thread when such an edit is made. At present, admins tend to check proposals when on-line; but we don't have an easy way to list out new proposals that have been edited. I do find that a bit of a problem with the system, but I think there are some other behind the scenes technical issues that need to be fixed before we address that one.
In the meantime, my best suggestion is to wait for a bit after an edit, and then complain in one of the other forums if nothing happens for an extended period. But I am not sure what "extended" means in this context.

Do we need a service level agreement?
All proposals will be reviewed within 12 hours. Approval or changes needed or disapproval will be supplied as edits are made.

Make it 24 hours; with the understanding that we'd prefer to aim for 12 but sometimes life gets in the way.

I would hope as we get a few more moderators that we can maintain a reasonably high level of service. That is a bit of why I jumped in too soon to approve our buggered up post at the same time you did.
I've just approved WT's new pyramid proposal since he did a fair amount of work on it even though I know exactly how it's going to unfold.
