I need a little more information.
Do you mean PP Gariaev?
He seems to "publish" in the alternative medicine "journals".

DNA-wave
I think it must be him. Presumably the DNA experiments in question are the ones based on his DNA-wave theory and his electromagnetic remediation.
This seems pretty far out and the physics are too abstruse for me to follow. Biologically it makes little sense. I'm quite open to there being a role for quantum mechanical effects in molecular genetics but this seems to be leaping to conclusions as Penrose does in making his connections between quantum effects in microtubules and consciousness.

Huh.
So ... is this representative?
Their work suggests that DNA is an oscillating medium, like a radio station, which sends and receives all sorts of genetic information via waves ... Each base-pair bond provides a carrier wave for data in three dimensions, and takes the form of an encoding-decoding process, much as a magnetic resonance imaging (MRI) machine takes a picture of human tissue at one-second intervals and builds them up into a moving image ... In this model, genes have a holographic history of the organism’s development”a sort of 3-D biography from the moment of conception. Your body as an infant is essentially an empty vessel, into which wave information from your parents is passed on. As you grow, your chromosomes slowly build up data through the 3-D information carried and stored as waves.

Why is this important to you?
Read the Wave Gene article over at Wikipedia, evidently written by a believer (possibly by Peter Gariaev himself, as his name appears at the bottom of the article), and just as evidently total pseudoscientific gibberish.
In case he's selling something, or if somebody is selling something based on this, DO NOT SEND THEM ANY MONEY!!!

Thanks, Percy.
That's some wiki page.
This is my favorite quote:
The pancreas gland contains DNA-movies with information about healthy condition of the pancreas in its genetic apparatus. And this video morphogenic information programmed the stem cells of sick rats to regenerate their pancreas gland.

That article seems to be a violation of Wikipedia guidelines; it is presenting a, um, controversial minority POV as if it were established fact.
I just sent an email to the editors. I have no idea what their policy on this sort of blatant nonsense is once it is up.

Chiroptera,
If you look up the Wikipedia policies, it appears to violate at least three:
  1. Reference to self-published material
  2. Reference to non-English sources (this is the English Wikipedia...if you're going to reference other languages, post in the appropriate language section)
  3. Fringe theories

I've started a discussion section on the page about it. Eventually, assuming things go as expected, the article will be amended or purged.

Rrhain

Thank you for your submission to Science. Your paper was reviewed by a jury of seventh graders so that they could look for balance and to allow them to make up their own minds. We are sorry to say that they found your paper "bogus," specifically describing the section on the laboratory work "boring." We regret that we will be unable to publish your work at this time.

Re: Answer
Wow, thanks for that Pete. All we now have to do is learn Russian and we'll all be able to marvel at your genius.
This board is run in English. Either post in English or don't bother, as you will be wasting your time.
Having read the dodgy Wiki article that you wrote about yourself, I recommend the latter.
