I have been working on an essay on voting and it is getting long and involved. Last night I woke at 4am with a thought that crystalized in the following:
The Declaration of the Basic Voting Rights of All People
We hold these truths to be self-evident, that all men are created free and equal, that all governments instituted among people derive their powers only from the consent of those governed, and further, that it is not just the right of a people to alter or to abolish any unjust or unresponsive government and to institute a new one in its place at any time, but it is their most public patriotic duty to do so, laying the foundation and organizing the powers on such principles and in such form as shall seem most likely to realize the unalienable and inviolatable rights of liberty, justice, equality, freedom, public safety, personal happiness and mutual well-being.
We the people, in order to ensure a more perfect government, enforce justice, enable equality, insure domestic tranquility, provide for a common defense, promote the general welfare, and to secure liberty and freedom to ourselves and our posterity, do declare that we have certain basic rights as voters in making the choices of our representation in government, and further, of our vote to properly and fully represent and voice our opinions and intentions, and that these voting rights include:
1. The right to vote for any candidate of our choice in any election to any position of representation for us; that no other person or group of people, nor any attempted legal or political maneuver, shall be able to restrict or constrain or pre-select or deselect any candidate from consideration within the fullest possible field of choices for representation in any way shape or form.
2. The right to voice our evaluation of the ability of each and every candidate to fill the position of representation in question; that our vote cannot be restricted only to that one candidate we feel is best qualified, but to be able to rate in turn every other candidate, so that if our first choice is not favored, that the second or third or whatever choice may be of value in making a final choice of representation.
3. The right to have our vote count the same value regardless of where or when it was cast; that the value of our vote shall not depend on what nation, state or area of a state the vote originates or on what time before the election deadline the vote is cast.
4. The right to cast our vote without restriction or restraint; that sufficient time be provided to reasonably allow every voter to cast a vote and that no vote shall be turned away for any reason, that if there is any question on the propriety of the vote that the vote shall first be recorded properly and in full manner and then held to determine the propriety issue before a full vote tally is counted, and further, that if no impropriety is demonstrated before the time of counting the full vote tally, that the vote shall be included therein without further restraint.
5. The right to ensure that our vote is fully and properly recorded; that upon completing any vote that a copy of what is actually recorded is provided to the voter in question for validation that it is a true and proper record of the vote as cast.
6. The right to vote without any influence by the results of other votes or voters; that no results shall be released from any district in any way until the last vote is cast and all votes are validated in all districts, that any and all improprieties and inconsistencies within any district are properly resolved prior to the final counting of the full vote tally of all districts, and that in any district where votes cannot be properly counted for any reason a new vote within the district shall be conducted to replace the prior vote and that the full vote tally of all districts be delayed as necessary to allow such replacement votes.
7. The right to watch and validate the vote tally conducted within the voters personal district without any outside influence or interference; that only the people within each district are the proper judges of whether or not a proper and valid vote is conducted within that district, and that when there is any disagreement on the vote tally that cannot be resolved and where the numbers of those in disagreement exceeds the margin of differences for votes in question that then a new vote within the district shall be conducted to replace the prior vote and that the full vote tally of all districts be delayed as necessary to allow such replacement votes.
8. The right to watch and validate the final full vote tally of all the voting districts once they have all arrived at a valid full district vote tally; just as any voter can question the tally of votes within his district they can also question that the tally of their district is properly presented for the final count, that the manner of making the final count of all the votes is accountable to all the voters involved.
We further declare that as long as these basic voting rights are properly adhered to, that the election results will represent the best possible result for the election of any representative to any level of government, and that there can be no rational reason to deny these rights to any people in any government.

Added rights?
No comments I take to mean to disagreement with the concepts.
I also add the following rights:
The right to the truth of claims made by a candidate; that whenever a claim is made by a candidate, that they provide evidence of the validity of the claim; that whenever the evidence is controversial that the people can authorize an unbiased evaluation of the evidence and the merits of the claim to be carried out by a group or groups acting as agents for the people (such as independent news media or the like) to report on the validity of the claim, and that the conclusion of this report shall be referenced every time the claim is repeated by any person or group.

The right to access to the candidate; that no candidate has the right to insulate himeself from the population or their views and opinions.
The latter applying to the Bush administration of filtering all people so that only pro-bush people get to see the president ...

We all know Bush is a fruitcake. My philosophy professor was talking about that in class last week. We were discussing Peirce's definition of beliefs and how some people rap themselves in a bubble where noone else could get to them. Well, Bush certainly has a very well armored bubble that noone can get through. To quote my philosophy prof, Bush is living in a "fantasy world".

yes ... radio show today had some comments by people that had been refused entrance to bush's vaulted pressence (vaunted it ain't) because of having various items of significance ... kerry pins, pro-choice Tshirts, etc UNDER other clothes
in one case a GULF 1 vet was taking his nephews to see shrub, and one of the kids had a kerry sticker on his wallet (even kids had to produce ID????) and the kid was told that he could not be admitted, that he was being placed on a "watch" list and that he might be subject to arrest ... the man said he would vouch for the kid. The response?
