A dog tore up a 2006 Discover mag(the one titled "the state of science in America"), so I grabbed the torn end page where the mag has 20 short facts every issue, this was page 96.
Fact "8"
Surgeon General Hugh Cumming is remembered for the notorious Tuskegee Syphilis Expirament, begun under his watch in 1930, to study the effects of untreated syphilis in African American men.The program continued under six successive SGs, being declared unethical only in 1973.The study proved that it's unhealthy to leave syphilis untreated.
Also fact 15 and 16 are interesting

Under George W. Bush. SG Richard H. Carmona said officials asked him to censor his reporting on embryonic stem cell research, contraception, and the unrealistic proposition of abstinence-only sex education.He was also instructed to mention the president three time sper page in every speech he gave.

Seperated at birth? Romanian dictator Nicolae Ceausescu also required scientists to sprinkle his name in their speeches.

Dang talk about a bit of a stretch.
Now I disagree with the historians who rated bush sixth from the bottom, as I think he is tied with Andrew Johnson from being second from the bottom after Buchanan. It is still possible that the Bush administration may have succeeded in doing what even the Nazis or Soviets previously failed to do, namely turn the US into a second-rate power. For the time being, the verdict is still out.
I also believe that if it could be shown that Bush actually made any executive decisions concerning torture or other violations of international treaties including the Geneva Convention, then he should be held accountable before the International War Crimes Tribunal in the Hague. Such a conviction could be tricky however as Cheney and Rumsfeld made all of Bush's decisions for him.
However, I seriously doubt that Bush had anything to do with the notorious Tuskeegee syphilis experiments, nor was he as evil as the Ceausescu regime (although not by as much as a democratically elected person should have been provided they actually had a soul).

It wasnt saying Bush was involved lol.
In the expiraments anyway.
They, discover magazine, have 20 seperate short issues covered every issue in the back.
As for torture, have you seen prisons here in the U.S.?
Look up "super-max" prisons.People are thrown in a little 7 by 9 cell 23 hours a day.
It is literally like being buried alive.I cant imagine the immense feeling of pain; I bet a person feels like their head will explode.
To make matters worse, its people with the longest sentences who get the worst security classification(thus a trip to the most in-humane prisons and cells)

if an untreated African American lives from 1030 to 1973, an amazing age of 943 years, then i would want to sign up for this "treatment".
