Around 15 years ago I burned some video tapes onto some DVD+R discs, and the DVD players we had back then could play them, but none of the DVD or Blueray players we have now can play them. When I check the directory of what's on them using the DVD player on my Windows 10 machine, it says they all have just one file: desktop.ini. The contents of the file is a couple lines of XML and is definitely not what's on the discs - I think the desktop.ini file is an interpolation made by Windows 10 when it encounters what looks like an empty disc.
I've searched around the Internet looking for a way I can play these old DVD's but haven't found anything. Has anyone else run into this?

Well, it could be several things. It could be priority dvd player, which means you need to get the right dvd player, or it could be that you need a different media player.
Try downloading VLC , which is an open source media player. That might be able to read the dvd, rather than the modern Microblows media players
Download official VLC media player for Windows - VideoLAN

VLC seems to play anything I throw at it.

VLC
I had tried VLC - it thought the DVD's empty, too.
I no longer have the DVD's. They've been sent off to a firm that can supposedly read old media.
But I think the DVD's might actually be empty. I looked up the lifetime of DVD+R, and there were two types. One had a lifetime of 5-10 years, the other a lifetime of 20-50 years. I don't know which I used, but if it was 5-10 years then it's quite possible nothing is left.
I thought I was transferring videos to a more permanent and more convenient media. Maybe not.

You need to transfer things to Las Vegas. What happens in Las Vegas stays in Las Vegas.

Re: VLC
I see you sent the DVD's off, but I got curious this morning. Found this. I realize it is for Win 7, but probably still pertinent. Couple of potential answers here. Your computer may be stuck in thinking you have something ready to burn.

Since you played them at one time it is safe to assume that you did finalize the burn. Burning a DVD is a multistep process that some people never complete
