I would have to say that the email is calculated to appeal to the prejudices of Americal conservatives.
I would say that on every point the "have to" is wrong.
Some individual points areabsurd strawmen that you shouldn't even have to ask about ("4. You have to believe that there was no art before federal funding." - how stupid or bigoted would you have to be to consider that an accurate depiction of liberal beliefs ?)
Many of the comparisons are inappropriate
"12. You have to believe that taxes are too low, but ATM fees are too high."
Why is that a useful comparison ? Isn't the way that the Federal Government is building up the deficit economically risky ? Isn't it reasonable to suggest that raising taxes now might be a good idea ? What does that have to do with ATM fees ?
It says more about conservatives than it does about liberals - and what it says isn't nice.

It's not even very good as a joke. It's working too hard to be nasty and confirm conservative prejudices.
