I'm afraid thats complete rubbish - of course reagan supported terrorists, In 1986 the Reagan government agreed to support the Angolan terrorist organisation UNITA directly, opening an airbase in Kamina, Zaire in early 1997. This was to provide assistance to UNITA against Cuban regulars and FAPLA guerillas.

Reagan definitely directly and consciously supported terrorism, but in so doing only continued normal American Cold War practice.
