You need to recognize that talking points are not the same as actual policy. Republicans are not in favor of "small government" no matter how much they may claim to be. The government grows under Republicans and actually shrinks under Democrats.
What conservatives want isn't a "small" government but rather different government. They aren't against regulation...they just want to regulate different things.
