If true that more americans have been killed by toddlers in just ONE year than by terrorists in the last TWELVE years since 9/11, then there is only one logical action for politicians to take: INCREASE the already bloated military spending and NSA budget for spying on americans. No, no, you have misunderstood the message.
We must arm more toddlers so they can kill the terrorists.

I think the logic is that you just don't have enough terrorists.

I seem to remember Wolfie saying it at least once every episode in Citizen Smith in the 70s too. (Quite clever British sitcom from years back, for the guys outside the UK).
Could there be any greater conceit, than for someone to believe that the universe has to be simple enough for them to be able to understand it ?

You've prompted me to do a bit of rummaging around on the internet for the earliest known use of the phrase, but I've found nothing concrete. The earliest claimed use I've come across was someone on a forum saying that pretty much the same saying was used in German about Alfred Kerr in 1933, in the Nazi paper Voelkischer Beobachter. I've been unable to verify this.
A very similar expression, but without the 'up against the wall' formulation, can be found in the Evening Standard of Pennsylvania, from 8th July 1936:

I read that with bemusement too.
One of the pitfalls of a written constitution I guess. The right to bear arms is a Right. With a capital R. Bestowed, unchanging and for all time, by the perfect wisdom of a few men who happened to be more charismatic/influential/rich than others at a time of revolution. As a result of this perfect wisdom, reason, intelligence and sheer common sense are now shot down in flames by the worship of the Right.
