The only problem as I see it is that Rank and file citizenry, even in small rural jurisdictions,
do have guns. Guns are a uniquely American problem, and disarming law enforcement won't make the problem go away.
Perhaps one solution would be to provide the police with another weapon that would be lethal in immobilizing suspects yet non-fatal, like a tranquilizer gun.
