Omaha only allows 6 (and with a permit).
(Lincoln allows 15, which is rare example of relative enlightenment)

(West Virginia seems to have cities that are the most tolerant of large numbers of cats in the house, provided they aren't let outside). (Beckley seems to allow an unlimited amount INSIDE without a permit application. Charleston allows an un ssf specified amount inside with an a permit plea)
Breeders can have all they want, naturally. The breeders are forced to dispose of the surplus cats once they get past a profitable age ( varies but is usually 6 months), which they are only too happy to do, regardless of the law.
But my question does not center on the despicable breeders, but on those who try to care for the cats to save them from near certain death. ( Nebraska gives the Humane Society police powers. They get a tip from a snitch that a home owner has "too many" cats, then they get a warrant , then they break into a home. ) Should the cat Gestapo, regardless of what organization or government organ takes the form, be a part of reality we all face?
In Omaha the Gestapo is actually initialed as NHS, which reminded me of the genuinely humane health care systems overseas. Some are initialed NHS, like in the U.K, I believe. Here it is an initial for the Omaha Inhumane Society.
