I would have thought it obvious; but the way we determine which is the cause and which is the effect is via their sequence in time; therefore causality is a relationship which cannot exist out of time, seeing as how it's so intimately bound up in it.
There's no cause and effect outside of time. If the origin of the universe is outside of time then it must be without cause.
