I don't think it's a bunker mentality. It's a response to reality in a country where there's an average of 50 murders per day. In a country with a population of less than 50 million.That's around 34 murders per 100 000 people.Compare that to another country with a high murder rate the USA. Around 40 murders a day, out of a population of around 300 million.That's around 5.3 homicides per 100 000 in the US.RSA: 34 homocides /100 000
