It just means that in the church women shouldn't be the preachers. They could teach people outside the church and share the gospel with people they met, and of course any Christian can pray whenever. As for girls having long hair and a head covering and guys having short hair he says iis not a requirment but just a good suggestion.
To show God didn't want this to be a requirement for church membership or dividing issue in the church it say in Corinthians11:16
