The more practical reason for now showing the bumped closed proposed topics, is that it shows the system in action. My own gut feeling is that the enormous forum full of closed threads is more of a distraction than a benefit.
I can see the benefits in having a log maintained, but I consider it a feature of my proposal that this log is in the background where it is not noticed. The software already has an archive feature that can be used for this. I don't really see any great benefit in having the machinery of topic approval too far out in the open. Ideally the process is simple and unobtrusive, and the full explainations for how it works are obtained by tracking down and reading posts that describe the matter, if anyone really wants.
I can see the need for easy access to a submit new topics button; but I don't think having a lot of closed new topics threads will be at all helpful for newbies. The goal is to make submission appear natural and easy for newbies. Get the "start new topic button" prominent on the page, and have it start a new topic in the appropriate place. This is a bit of programming, but hopefully not much. Overwise, just get "new proposals" forum well positioned in the menu at the top of the main pages.

Why not a spin-off topics forum?
We've had some previous discussion of how to handle spin-offs (off-topic discussions occurring in existing threads). Before the new rules the correct way to continue an interesting but off-topic discussion was to create a new topic. That isn't so easy now, and with some of these discussions a long delay could have a material effect.
My earlier suggestion was to use a special prefix in the subtitle (such as 'OT:' for 'Off-Topic:') as a flag under which the off-topic discussion could continue. I've thought about it a bit more and I wonder if it might be more convenient to simply create a spin-off forum. A rule could be imposed whereby the first post in any new thread in that forum must carry a link to the original off-topic discussion. The discussion could continue in the new thread. As soon as the new topic is noticed by an admin it could either be moved to the appropriate forum or closed.

Well, I'm open to other opinions on this, but I fear that it would be a major bypassing of the "Proposed New Topics" procedure. Probably most new topics are "spin-offs".
I know most of the comments are pretty much against the "PNT" procedure. Certainly there are most significant problems to be worked out, most prominently the lack of "How To Start A New Topic" buttons, complete with instructions on how things are intended to work. But I have heard positive feedback from at least a couple of people. Those people are Percy and Sylas.
