Should the government of a country even consider laws where
pathological gamblers and kleptomaniacs are not allowed to drive?
According to the article referenced here, the Government of Russia approved laws
banning anybody diagnosed with a range of personality and gender identity disorder from taking the wheel. Also included at sexual fetishes, voyeurs, paedophiles, pathological gamblers, kleptomaniacs and cross-dressers. (My bold)
I'm really not too sure how they think that banning people from driving will stop people who have sexual fetishes from having sexual fetishes. Or for cross-dressers to stop cross dressing. Or kleptomaniacs from being kleptomanics. They don't even have to take a car to do it. Or a bus. Or feet.
Maybe those laws should ban patholical gamblers from both driving and taking any form of public transport. They can even include banning any kleptomaniac or cross-dresser leaving their beds. Or walking around in their own homes...
My question is; can Putin and the current Russian Government be as stupid as reflected by this article?
