Rocket, I'm not a pastor, however, if Paul was a chief sinner, but was saved because of ignorance, and he recieved mercy, that you might qualify to the laying on of hands by a believer, Paul needed a believer to lay hands on him before he recieved the Holy Ghost, in the book of acts some people believed, were baptised in water, but did not recieve the baptism of the Holy Ghost until Peter and John prayed and layed hands on them, some believed and were baptised in the Holy Ghost without the laying on of hands or the baptism of water(though they were baptised in water later), so leaning some, perhaps you, and other atheists while you believe have some occultic problem that requires the laying on of hands and the prayer of a born again believer, some require prayer, the laying on of hands and oil, like in the epistle of James (kjv James 5:13-16), etc...
P.S. The people in acts were involved in the occult and the apostle paul killed Chrisitians, though those that were into the occult, the people of Samaria (kjv Acts chapter 8)and the apostle Paul (kjv Acts chapter 9) believed, but needed the laying on of hands, etc...
