No it isn't. It is a spoof, set up by some of the same people involved in Landover baptist. More subtle... but not by much. Richard Paley does not exist. His university does not exist. And he is not cited by any other creationists anywhere other than on this spoof site. Check it out more carefully; the signs of parody are all over the place.
