Do you have links to other images like this?
Are the dots (or whatever) always in the exact center of the image? That screams artifact to me. Oh no! Nashville has a "dead zone" to the east!!!

once you have concluded that it "must" be near the ground, then the blurryness can only be explained by vibration or movement, and movement can be ruled out because the blurryness is omnidirectional.
of course a different conclusion is that the shadows are from the plane and the blurryness is due to proximity within the focal length.

I think that it is important to not look at just a selected image.
When all of them are examined( see first link of my post before this one) it starts to look to me like "artifact" is the answer. Artifact of what is unknown.

Looking at each image, some are "covered" by vegetation.
Others aren't. The difference in coloration seems to be due to the underlying photo. This is especially evident in the L.A. spots. I think these must be left over from some sort of place holders that were in place before the pictures were put into the grid.

Two things bother me:
1) Such sloppiness seems to be rather unprofessional on the processors of the pictures. 2) Why haven't we heard from them about what these are? Perhaps the usual annoying habit of media (and the web) to ignore the prosaic truth?

It looks like you are beginning to think they may in fact be UFO's Ned. Am I right? well, they are unidentified. and objects. and they're probably flying. that would make them ufo's.

The difference in coloration seems to be due to the underlying photo. they do seem to be distorting the light reflected by the subject matter (or the image thereof). this would be consistent, really, with either something between the ground and the lens, or a post-production artifact.
I think these must be left over from some sort of place holders that were in place before the pictures were put into the grid. i'm still going with water-droplets in the transparent housing. some are stretched out of circular shapes, which suggests they were there BEFORE processing.
