I understand your governor is on a quest to interdict all teen necking, groping, feeling, and other third-base activities, on the assumption that two teens who are having sex, or even doing sexy stuff, are raping each other under statutory law.
To this end he's been trying to subpoena abortion records, trying to find the dirty teen sluts who had totally legal and private abortions, on the assumption that an underage abortion represents a consequence of statutory rape, and he's trying to find "rape victims." Oddly enough he hasn't bothered to ask for records of teen births. Must have slipped his mind.
