Not just conceivably - the USSR operated under the plant-breeding ideas of Rrofim Lysenko, much to the detriment of their food supple, up into the 1960's. It was more in keeping with Stalin's ideas on Socialism than that nasty old Mendelian-Darwinian inheritance was.
