What Sternberg took away from the training is that the "peers" selected to review a given paper be neither prejudiced against the topic or partial to it for reasons of self-interest.
This is so wonderfully weasel worded. It seems to say that it isn't OK to have a reviewer who is prejudiced against a paper but you
can have one who is prejudiced in favour, just as long as it isn't motivated by self-interest.
