Please ban moving avatars.
I find them most irritating, and they constanly catch the eye while you are trying to read a post. I can also see no compelling reason to allow them.

use netscape
If you use the netscape browser you can set it so that animated images only cycle once and then freeze.
The (easy) setup is:
{EDIT}
{Preferences}
{Category = Privacy & Security ../Images}
{Animated images should loop ../once}
This also works on the animated add banners on many websites which are equally distracting, so the benefit of you taking responsibility for what your machine displays is greater than placing blanket restrictions on what others can do.

Or, in IE, you can go to Tool\Internet Options : Advanced and untick 'play animations in web pages'.
