By the means that you are suggesting, yes. I'd say it is impossible to determine if an insect is conscious.
I'm happy to consider something conscious that displays the behaviors associated with consciousness. You, however, seem to be looking for some absolute means to determine consciousness THAT rules out eveything but humans. I don't think such a means exists.
