True forgiveness means paying the cost of anothers debt to you - yourself. Every last cent of it. Universal true forgiveness is doing the same thing for all people.
If a person is insistant that they want to pay the debt themselves then I see no reason why God should force them to be forgiven.
To forgive those that died before Jesus was born would have been the way as well.

Indeed, Abraham was credited with righteousness in the OT and is used by Paul as the ilustrative model of NT salvation mechanics
