Nobody here is talking about the judge's rights. But just because your behavior is within your rights, doesn't make criticism of your behavior off limits.
If you indulge in this kind of behavior, then you have to accept the social and political consequences for having your behavior exposed. It's fairly apparent from the judge's own apologies and back pedaling that the good judge wasn't quite prepared for that.
I believe that the judge's behavior reflects on his character. If you like to indulge in the same behavior, I'm willing believe the same about you.
Whatever your opinion on the behavior, I still think that pretending that you didn't understand that others are expressing a different opinion was quite silly.

If there is behavior I think should be criticized it is the behavior of those who got their patties in a wide over this incident; those that exposed his behavior.
I honestly cannot understand why anyone is upset by this judges behavior.

I fully understand that some people engage in rude behavior and then blame others for taking offense. I don't ever expect to convince such people that they are wrong.

I see no rude behavior on the part of the judge, but exposing personal conversations is almost always both wrong and rude behavior; such folk used to be called gossips.

Given that you don't believe there was anything wrong with the behavior, why is exposing it wrong?
Until the joke became public, the people mentioned in the joke (BO and his mom) suffered no insult, hurt feelings, or offense.
Upon the joke becoming public, however, these people are now faced with the prospect of being offended, having their feelings hurt, and feeling insulted.
So long as it remained private, the joke could not offend. The ones responsible for making the joke offensive were the ones responsible for making it public.

Yes. And people who blow the whistle on crimes taking place in their neighborhood are called snitches. What's your point?
Not everybody who is in the emailing chain started by the judge is going to appreciate receiving offensive, racist, nonsence. And once an email chain is started, it is highly likely to get out of control. I suspect that's how we happen to know about this issue.

My point is that this was NOT a crime or anything that could in anyway cause any harm to anyone that was a party to the communication. To compare it to reporting a crime is at best ludicrous, but more likely just sophomoric.
If someone in the list of folk the Judge emailed the joke was offended, then the solution is really easy, delete the message, maybe email the judge back and say "That was in poor taste".

Anyone so limited that they can only spell a word one way is severely handicapped!

Anyone of a mixed race would have a claim to being insulted and should wonder whether this judge would be able to show impartiality toward them.
Also, I think his reasoning and excuses go at another huge issue. He claims it wasn't meant to be racist but just reflected his animosity toward President Obama. I would Federal government lawyers are going to have a field day with any case he is sitting on or an judgements he has made in the past. I would think there may be some grounds for appeal if he has made judgements against the Obama admin.

You might as well say that any dog, boy, mother, or even any person at all has claim to being insulted. Only BO and his mom have a valid claim to being insulted by this joke, and even then I can see no reason why they would be.

The idea that it is okay to tell racist jokes, and somehow not okay to complain about such jokes when they are sent to you is just flat out ridiculous. If you don't want complaints, then do a better job of sending the jokes where they ought to go.
