he isn't referring to the attraction; he's referring to the behavior. a gay or straight person chooses whether or not to have sex. it doesn't happen by accident. they can just as easily choose not to have sex with someone. attraction has nothing to do with it.
lots of animals are polyamorous. some people claim to be. i choose to be in a monogamous relationship. i choose not to have sex with anyone but my intended, regardless of attraction.
