So a civillian contractor / veteran snaps.

Suffering from a wide range of psych problems and past rage blackouts, he is able to obtain a black rifle and with the proper identification and credentials gains naval yard access and proceeds to randomly shoot folks eating their lunch for reason not yet disclosed.
