Storms that cut power across wide swathes now happen about once a year, and this is the second time this year, as there was hurricane Irene a couple months ago.
Are the storms that different or might this be the result of aging infrastructure and lack of oversight of the utility companies and the reassignment of maintenance and infrastructure to costs as opposed to assets?

I don't think anyone is saying that the weather is not changing.
The question is though, whether the infrastructure has been maintained properly and is that a major cause of the increased number and the extent of outages?

Sure, and earlier ice storms are more destructive than later ice storms since the trees still have leaves which increases the loading.

We are seeing an increased influx of tropical critters as they move north.
There is no doubt in my mind that the weather is changing, but I also doubt that our infrastructure and how Utilities are managed today will be able to stand up to the challenge.

Infrastructure, some big expensive infrastructure, involved there as well.
