The Somali 'plate' is not really a plate per se. It may be on some day (goto
http://www.clas.ufl.edu/users/jmeert and look for the figure of Amasia). The idea is that the east African rift is going to break this slice of Africa away from mainland. It does not have a specific lat,long but it stretches from the Afar triangle down into the rift lakes of Kenya, Tanzania and Malawi. It's speed has not been properly measured, but my guesstimate would be 1-2 cm/year to the east (relative to the African plate).
