f he is driving, I think there is a good chance he has neither license nor insurance. I could be wrong. He may be operating like some people in Appalachia
My understanding is that being undocumented is generally not a huge barrier to getting a drivers license. .
My bad. This is completely wrong. Most states don't allow this.

So again, the issue is not related to being an immigrant.
Apparently it is somewhat related to being an immigrant, because immigrants without legal status are unable to get driver's licenses in most states. You can get a license in another state, but it may be difficult to get insurance for the state in which you reside without an in state driver's license.
