Then you can't have it both ways. Either all God's children are "exactly where God wants (them) to be at this very moment", or they're not.
If they are, it is exactly as Arachnophilia has stated and God is arbitrary. This is because while all the little details result in some of his children avoiding tragedy, those same details result in other of his children falling face down into it.
As to the real explanation. Have you ever heard of chaos theory?

If, then, you understand now that we're not talking about Fred's promiscuous forays to the bordello, but rather those seemingly innocuous details that sometimes determine our fate, which is your final answer?

Ed and Bob are both God's children. Both choose to work at Acme Widgets. Both choose to walk to work each morning.
However, one morning, Bob doesn't choose to be dragged into an alleyway, beaten senseless and robbed. Neither did Ed choose to be killed in the explosion that destroyed Acme Widgets early that same morning. You know, the explosion that Bob had chosen to attend but couldn't because he was busy being an unwilling participant in a mugging.
Thus, his children may be exactly where God wants them to be but, unfortunately, the statistical record indicates that His itinerary is as likely to get them killed or maimed as it is to spare them.
Odd, that sounds just like chaos theory.
