In the meantime, I guess we try to keep this message near the top of the "All Topic" index page.

This seems a bit labor-intensive. You might want to ask Percy if there's a software add-on that allows "sticky" threads that automatically stay at the top of a forum. See the iidb.org discussion forums for an example of what I mean (I know it uses different software than evcforum).
