Only the information stored in germinal cells is passed to the descendants. Flow of information from somatic to germinal cell has never been proved, though there is transfer of cytoplasmic information as well as transfer of nucleic information. If there is no flow of information from somatic cells to germinal cells, mutations in somatic cells will never be passed to the progeny, and Lamarkian heredity is not possible.
