So, if the flood buried all of the fossils who we see them today, then why is it that we never see flowering plants below a certain layer?

Yes, just like the Germ Theory of Disease, the Atomic Theory of Mattter, and the Theory of a Heliocentric Solar System are all scientific theories.
Theories are
products of facts...theories are
explanatory frameworks that scientists use to explain why the facts appear as they do.
Scientists didn't
start with the Theory of Evolution, the
facts they saw in nature led them to develop and accept the ToE as the best explanation for those facts.
The thousands and thousands of specific
predictions that the theory inspired have been borne out, including the very important one of genetic trees of life matching amazingly well with the morphologic trees of life.
Remember, Darwin and his contemporaries didn't know anything about DNA.
