Even if they burn membership papers they are still registered as Republicans.

That seems another false analogy; there is no reason fascist rules might not also be fair.When it comes to the primary process though the question of fair or unfair really is irrelevant. The various state Republican organizations certainly have the right to determine how they will apportion representation at the National convention.
