I'm not sure you got your answer.
I can't think of any comic book characters who simply use light. Are you proposing some new character, or really asking about existing heroes in comics?
If you are talking about Green Lantern, his power, while expressed in light, is will-controlled energy manipulation (electormagnetic, gravity, radiation, heat, light, 'concussive force', etc. IMO his real power is and since the Golden Age Green Lantern has always been -- tada -- Wish Fullfillment!
Many heroes/villians with light powers have something like energy manipulation, the phrase solid-light followed by construct/manipulation/creation gets a fair amount of use.

In the stone age of RPGs our group made up UnSuperHeroes. A set of twins, one had the ability to create a maze of dots of light on any surface. His brother the ability to make an even larger dot that could gobble up the other dots. Mine was something like the ability to animate dust bunnies as long as they stayed under a bed.
