My guess is that they're using a justification that goes like this:

Lightning = electricity = electromagnetic spectrum = light
​
I'm not saying that it's not bullshit, but that's probably what you would hear if you interrogated the author about it. I'm of the opinion that it's about as bullshit as Magneto being able to fly.
