I find folk who commit crimes for little-to-know 'good' reason to be considerably more dangerous than those who commit crimes for 'good' reasons. That is, folk who tend to get really pissed off at the littlest things actually
are more violent than someone who, let's say murders the doctor who misdiagnosed his wife. The former person is more likely to commit numerous unpredictable crimes, while the latter fella will probably never kill anyone again.
That said, I think that a better law would be one that weighs the 'sensibility' of the crime, so that all 'senseless' crimes would be equally punished. Of course, the various degrees of murder and assault charges cover that pretty well. I think this law, like many things, is just introduced to enforce what should already have been there. Good? Bad? Who knows... I'm hungry... pizza time.
