There's various reasons that this isn't true anymore (and, technically, wasn't ever true),
When I got booted from the Army, I ended up getting a bill for the housing I was living in (wholly gov't subsidized by the Army. I paid only cable and internet if I wanted it) for somewhere along the lines of like $1200 for a missing lamp, a light bulb and a sort of broken cabinet door. I also noticed, while performing weekly PMCS (preventative maintenence checks and services) on our HMMV's, the cost of headlights was something to the tune of $300 each.

A Humvee isn't like a Ford Focus, right? You can't just use off-the-shelf parts. The outfit that makes the headlights makes them only for the US government, they have to meet a very specific set of (expensive) specifications, and they don't expect that the Army needs a million of them, so they can't take advantage of the economy of scale.
Good point, I suppose. I just think it's a bit ridiculous for a headlight that is not much different than a normal headlight for a civilian Hummer or a Jeep to cost 100x the amount.
But just because you were billed for that doesn't mean that's what it costs.

There's just not all that much waste, not as much as everyone seems to think.
I really have no opinion and I was just putting my .02 out there and it was personal experience at that so take it with a grain of salt. I was just trying to say that the Army (which is a gov't entity, yes?) pays out the nose for random every day shit. $100 mops and shit.
