In asymmetric warfare, words like "between" and "with" don't have much meaning. In the "war on poverty", even if it's just a figure of speech, poverty isn't fighting back at all. That's why it isn't called a war "with" poverty.

Does the attack on Pearl Harbour indicate that Americans were disliked more in the 1940s than they were in the 1920s?
American policies are bound to provoke reactions among radicals and to generate more sympathy among moderates for radical actions - but that doesn't necessarily translate into terrorist actions.

I thought we were talking about rioters, not terrorists. The verbal and often violent expression of hatred is highly visible but it doesn't necessarily correlate to terrorism at all. Somewhere in a hotel in Europe, the next Bin Laden is coolly and calmly planning the next 9/11, oblivious to the riots.
