I think that humans in the western society are definitaly devolving physically. Whenever a man with horrible eyesight is allowed to reproduce, the eyesight of the genetic pool takes a tiny step down. Whenever a person who is only alive because of modern medecine and antibiotics reproduces, the level of immunity of the genetic pool takes a step down. Over time, people are becoming less physically strong and fit.
You misunderstand. Evolution only moves a population to suit the current conditions better. The examples you give are not "devoling" at all. They are simply part of evolving under the current conditions. At the same time those individuals may well carry other mutations. The fact that eye sight or strength is lower does not, in the current enviroment, mean these individuals are less fit at all. Their eyesight or strength happens to be neutral is all.
