The men on the lawn were just following orders from their boss.
That boss was just listening to his boss in the state office.
The state guys were taking their orders from some suits at the federal level.
But even those suits were answering to the chiefs of their respective agencies.
And those chiefs were only just finishing their reports to various congressional committees and the President's office.
And the committees reconvened with the larger body of the legislature.
And those legislators met for a whileeven the President showed up just to shake hands.
Then they all split off, the President too, to go make their own reports to their own bosses.
And those bosses gather in November. They are the final bosses.
The final boss has all the say.
