Actually, Bush & Co. remain solely in charge of the Iraq debacle for at least the next two years. Congress has little say in the conduct of foreign policy or wars in progress. Short of simply denying funding (a form of political suicide already foresworn by the Dems), Congress can only recommend, investigate, and mount bully pulpits.
This war belongs to Bush--he doesn't get to walk away from that responsibility just because he led his party off the cliff.
